Transportation Goals and Objectives

Continue to strengthen the working relationship between the Parish's Department of Transit Administration (JeT) and the Regional Transit Authority with the goal of making the transition of passengers as seamless as possible.

Actively participate in discussions relative to the regional governance of major transportation facilities located within the Parish, like the Louis Armstrong New Orleans International Airport.

TG1-O4

Seek opportunities for new funding from federal and state programs for the development of the transportation infrastructure through active involvement in the Regional Planning Commission.

Provide an interconnected network of streets, walkways, bicycle paths, public transportation and light rail that provides a variety of options for movement through the Parish and Metropolitan Area.

TG2-O1

Complete all recommended projects included within the funded portions of the local transportation capital improvements program, as identified in the Road Bond Issue of 1998, RPC Transportation Improvement Program (TIP) and State of Louisiana Transportation Infrastructure Model for Economic Development (TIMED).

Identify existing streets where future widening and major reconstruction opportunities are limited or no longer possible due to conflicts created by adjacent development, but where a need exists for making improvements to one or more critical areas in order to improve the corridor's overall function.

Acknowledge that Parish roadways serve a variety of functions beyond moving automobiles by incorporating the needs for all modes of transportation (pedestrians, transit, bikes) when developing new corridors or enhancing existing roads.

Establish a major street plan for the Parish that identifies and classifies all existing and future roadways according to their locations and functions (interstate, freeway, arterial, and collector).

TG2-O5

Adopt standards that encourage a more attractive walking environment between transit stop areas, commercial centers and adjacent residential areas, particularly along those corridors where mixed-land use exists or will be encouraged, and a high-demand for transit services exists or will be encouraged in the future.

Establish standards, which offer increased access between neighborhoods and the Parish's existing and future recreational areas by pedestrians and cyclists.

TG2-O7

Develop a stable source of funding linked to individual projects that will address construction and maintenance of new transportation programs and projects developed because of this planning effort.

Maintain a safe, efficient, cost-effective, environmentally sound, and visually pleasing transportation system.

Establish policies, standards and programs that offer feasible solutions to addressing traffic concerns within all residential and commercial neighborhood areas, while addressing questions of liability and maintenance of the high level of access required for community safety and security.

Identify and adopt physical site design standards, which encourage convenient and direct connections between developed areas and the adjacent transportation systems, as well as the incentives, required to encourage compliance.

TG3-O3

Maintain a high level of coordination with the Louisiana Department of Transportation and Development, Federal Highway Administration, and other agencies responsible for transportation system construction to minimize related impacts on adjacent areas to the extent possible.

TG3-O4

Encourage the use of public transportation in those areas where user populations exist or could be cultivated through a combination of new or enhances services and facilities.

TG3-O5

Identify physical and policy improvements/initiatives that would make local bicycle and pedestrian facilities a safer, more reliable method for movement between areas.

Coordinate major transportation improvements with ongoing programs to document the region's air quality conformity and compliance program as managed by the Regional Planning Commission.

Create an emergency response plan for the transportation network, with specifc elements provided for hurricane evacuation, response to terrorist acts and hazardous materials spills and accidents.

Proactively identify, dedicate, reserve, and procure rights-of-way for construction of future transportation improvements.

Enhance the competitive position of the Parish and provide for the movement of goods and employees by taking full advantage of opportunities that support, expand and improve transportation system components (highway, rail, transit, air and water).

Support and provide assistance as required (public input, testimony, official comments and position statements) on future major transportation projects that will enhance the flow of commerce (goods and services) within and between the Parishes.

Maintain and support a pattern of development that creates distinct, high quality, dense nodes of housing, shopping, jobs, community facilities and services at defined transportation and transit nodes, thus helping to encourage new opportunities for economic development and growth of the Parish's employment base.

Recognize that the development of a Millennium Port on the Lower Mississippi River will affect the Parish's transportation network.

Establish transition areas to encourage buffering and screening around industrial oriented transportation facilities.

Define corridors and areas within the Parish to accommodate truck movements between ports, intermodal, industrial and commercial facilities.
