We, the people of Jefferson Parish, in the State of Louisiana, in order to secure for ourselves the benefits and responsibilities of home rule, do adopt, under God, this home rule Charter and plan of government in accordance with Article XIV Section 3(c) of the Constitution of 1921 and Article VI, Section 4 of the Constitution of 1974.
