Jefferson Community Action Programs (JEFFCAP) is Jefferson Parish's agency dedicated to fulfilling its mission of empowering as many families of Jefferson Parish including our elderly, disabled, economically disadvantaged and youth through our various programs. Linkages have been built with federal, state, local and private agencies to provide a wide array of services in order to help meet the needs of the clients we serve.  Our goal is to help people who need temporary assistance get back on their feet and become self sufficient.

JEFFCAP offers programs ranging from Head Start to the Retired Senior Volunteer Program; from housing counseling, rental and utility assistance, to helping families keep their homes, to temporary shelter for those who have lost their homes. Other programs include distribution of food commodities and subsidizing meals for Head Start children and those in attendance at our Family Day Care Homes Program.  Also, we offer transportation to people, (who meet criteria) for medical appointments.

  1. Commodities Distribution

Community Center Supervisor

Distributes USDA donated foods to feed the needy households under the Emergency Food Assistance Program.

Hours: Monday thru Friday 8:30AM - 4:30PM

Ages Served: No restrictions

Eligibility: Residents of area who meet income requirements

  2. Family Day Care Homes Program (FDCH)

June Williams, Program Coordinator

Child care feeding program reimburses individual day care providers who meet requirements.  Providers attend nutritional and safety seminars semi-annually.  FDCH are monitored quarterly.

Hours: Monday thru Friday 8:30AM-4:30PM

Ages Served: No restrictions

Eligibility: Individuals caring for less than seven (7) children in their homes: home to pass inspection by Fire Marshall and FDCH

  3. Head Start Program

Marvine Shedrick, Administrator

The program establishes a supportive learning environment for children, parents, and staff; giving them enhanced awareness, refined skills, and increased understanding of values.  Head Start embraces a comprehensive vision of healthcare for children and families within the parish wide communities of Jefferson.

Hours: Monday thru Friday 8:30AM-4:30PM

Ages Served: 3-5 years old

Eligibility: Children of low-income families including disabled children

  4. Housing Counseling

Melvina Peck, Program Coordinator

Counseling Service offers comprehensive housing to tenants and homeowners, information and referral, and housing financial assistance whenever available.  Also available are first time homebuyers, home maintenance and financial fitness training, and reverse mortgage counseling to seniors that are 62 years or older.

Hours: Monday thru Friday 8:30AM-4:30PM

Eligibility: Residents of area who meet income requirements

5. Low Income Home Energy Assistance (LIHEAP)

The LIHEAP program provides assistance to eligible households in meeting the costs of home energy for heating/cooling.

Hours: Monday thru Friday 8:30AM-4:30PM

  6. Community Centers

Charles M. Gibson, Assistant Director

Centers provide emergency assistance for rent, utilities and medical services.  Centers distribute commodities provided by USDA, FEMA and the Food Box.  Citizens can rent the facilities for nominal fees.  They also host Recreational, Senior, Youth Development and Civic Association meetings; income tax assistance and cultural activities are also offered.

  7. Emergency Rent/Mortgage and Utility Assistance

Melvina Peck, Program Coordinator (Rent/Mortgage Assistance)

Provides families with utility payments and rent/mortgage payments to avert cut-off or evictions, thus enabling them to keep their residence.

  8. Retired Senior Volunteer Program (RSVP)

Program Coordinator

RSVP provides a variety of opportunities for retired individuals and seniors to help their community and benefit from performing useful services. Volunteers work in hospitals, offices, nursing homes, day care centers, schools, etc. 

They also receive limited insurance and expense reimbursement.  JeffCap publishes RSVP newsletters and organizes annual recognition events for the program.

Eligibility: No Restrictions

  9. Weatherization Program

Lonnie Bewley, Program Coordinator

Assists clients with energy-efficient improvements such as doors, windows, insulating, caulking, etc., depending on an energy audit.

Hours: Monday thru Friday 8:30AM-4:30PM

Eligibility: Income eligibility and home eligibility must be established

10. Elderly & Indigent Transportation Services:

Diana Smith, Program Coordinator

Elderly and indigent passengers that meet medical and income guidelines may receive transportation throughout Jefferson and Orleans Parishes.  The service uses both fixed routes and demand schedules to and from community centers and clients' homes.  Clients travel to doctors' offices, hospitals, rehab centers, social service agencies and activity centers.

11. First-Time Homebuyer Training Classes

Melvina Peck, Program Coordinator

First-Time Homebuyer Training Classes are adult educational programs designed to teach first-time homebuyers the process of buying a home and assist them in accomplishing their goal to become a successful homeowner.  Classes are conducted monthly on both the East and West Banks of Jefferson Parish.  Enrollment is open to residents of Jefferson Parish and other parishes in the metro area.  See HOUSING COUNSELING for more information.
