GRANT PROGRAM: Title 5, Delinquency Prevention Program, Incentive Grants.

Program Purpose:

Title V encourages the planning and implementation of community-based prevention initiatives, thus re-emphasizing the prevention aspect of the JJDP Act. This program provides the state with funding to support and empower communities to coordinate and plan their own delinquency prevention strategies.

Title V funds are administered on a formula basis of relative youth population and distributed through state advisory groups to units of local government for a broad range of delinquency prevention programs--including data-driven, evidence-based prevention programs--to benefit youth who are at risk of having contact with the juvenile justice system. Delinquency prevention efforts are focused on one or more of the following domains: family, community, school, and peer.

The Formula Grants program supports state and local efforts to develop and implement comprehensive state juvenile justice plans based on detailed studies of needs in their jurisdictions. To receive a full allocation, a state must demonstrate compliance with four core requirements prescribed by the JJDP Act of 2002. States are required by statute to pass through at least 66 percent of the funds (other than funds made available to state advisory groups) to units of general local government, local private agencies, and Indian tribes that perform law enforcement functions.

Limitations:

• Title V requires local planning for local initiatives and provides a rationale to coordinate the actions of agencies serving youth.
  

• No funds may be used for land acquisition or construction projects.
  
• 100 percent cash match.
  
• Supplanting is not allowed.
  

• Eligible agencies are units of local government and 501C3 private non-profit agencies.
  

  • METLEC PARISHES INCLUDE: Assumption, Lafourche, Plaquemines, St. Bernard, St. Charles, St. James, St. John, St. Tammany and Terrebonne
    
  • CJCC PARISHES INCLUDE: Jefferson
    
• Eligible applicants must have their program’s application approved by the Jefferson Parish CJCC Board or the METLEC Board before the applications are sent to the Louisiana Commission on Law Enforcement for final approval and award of funds.
  
• Grant funds cannot be used to replace or supplant normal operation. Funds must be used to increase services.
