Edward Byrne Memorial/Justice Assistance Grant (JAG) Program

(NOTE: In mid-2005 the Byrne and Local Law Enforcement Block Grant (LLEBG) programs were blended to allow local jurisdictions more flexibility in applying grant funds to their specific needs.)

Program Purpose:

The Edward Byrne Memorial/Justice Assistance Grant (JAG) Program is sponsored by the federal Office of Justice Programs and the U.S. Bureau of Justice Assistance to aid state and local agencies in a more streamlined way to create safer communities. The grants are aimed at improving the function of the criminal justice system?with emphasis on violent crime and serious offenders?and enforcing state and local laws based on their own needs and conditions.

Grants may be used to provide personnel, equipment, training, technical assistance, and information systems for more widespread apprehension, prosecution, adjudication, detention, and rehabilitation of offenders who violate such state and local laws. Grants also may be used to provide assistance (other than compensation) to victims of these offenders. 

Limitations:

• 25 percent cash match.
• No funds may be awarded to a grant recipient for a program for which funds have been awarded under this title for 4 years (in the aggregate or 48 months), including any period occurring before the effective date of this subsection. The 48-month limit was waived by Congress in FY 92 for multi-jurisdictional task forces only.
• No funds may be used for land acquisition or construction projects.
• Supplanting is not allowed.

• Eligible agencies are units of local government appearing on the FY 2005 Units of Local Governments List.
  
  • METLEC PARISHES INCLUDE: Assumption, Lafourche, Plaquemines, St. Bernard, St. Charles, St. James, St. John, St. Tammany and Terrebonne
  • CJCC PARISHES INCLUDE: Jefferson
• Eligible applicants must have their program?s application approved by the Jefferson Parish CJCC Board or the METLEC Board before the applications are sent to the Louisiana Commission on Law Enforcement for final approval and award of funds.
• Grant funds cannot be used to replace or supplant normal operation or for vehicles, vessels or aircraft; luxury items; real estate, or construction projects other than penal or correctional institutions.
