Council District 1
Councilman Edwards was born and raised in Monroe, LA. After receiving his Juris Doctors Degree from Loyola University School of Law in 1967, he and Harry Lee opened their law office in Gretna, LA where the partnership continued until Harry Lee was elected sheriff. In 1970, Mr. Edwards was hired as an Assistant District Attorney in Jefferson Parish where he remained until 1996. For 22 of those years, he served as First Assistant DA. He was elected Judge of Division O of the 24th Judicial District Court in 1996. While in that position, he began one of the first treatment-based drug courts in Louisiana. He lectured and worked with judges around the state to help Louisiana become a national leader in the Drug Court movement. He was elected to the 5th Circuit Court of Appeal in 1998 where he retired as the Chief Judge in 2012. After his retirement he continued to sit, by appointment of the Louisiana Supreme, in courts at all levels around the state. In 2018, Judge Edwards was appointed the state’s first Judicial Outreach Liaison, where he served for one year. Mr. Edwards began serving as councilman of District 1 in 2020.
Councilman Edwards has served on the boards of many nonprofit organizations, including The Boys and Girls Club, The Salvation Army, Grace House of Louisiana, Responsibility House, G-REDI and The Jefferson Community Foundation. Honors that he has received include the Outstanding Judicial Award, Victims and Citizens Against Crime 1998, the Council on Alcohol and Drug Abuse Pioneer in Recovery Award 2001, the Rotary Club Civic Award 2000-2001, the Office of Addictive Disorders Professional Services Award 2000, LADCP Lifetime Achievement Award 2002, the Crimestoppers Distinguished Service in Criminal Justice Award 2010, Boys and Girls Club Board Member of the Year Award 2014, Italian-American Society Appreciation Award 2017 and the C.W. Cox Life Enhancement Award 2017.
